Louvetia Cherie Phelan, age 41, of Epworth passed away on Friday, September 17, 2021 at her home. Louvetia was born on December 27, 1979 in Copperhill, TN to Bennie Robert O'Neal and Vickie Talbert. She is survived by her daughters, Trinity Cook and Raven Ross; son, TJ Ross; and mother, Vickie Talbert. The family will be scheduling a memorial service at a later date.
